The bad guy is standing there 100
yards away acting cool and has no idea that the plain clothes police hero is
closing in on him and what does the hero do????......He hollers out at the bad
guy and tells him not to move.....Why???? Why not just mosey on up behind the
dude and grab him, rather than having to chase him up all those fire escapes
and across the roof of a half a dozen buildings?
